You can indeed make the page look like that.

You'd define your own panel which is very easy when you look at how the other panels work and then you'd populate the top left with the user image, the comments section with some kind of view (or the result of a user commenting module... somewhere) and the top right profile bit is just the biography stuff.

The bit you'll find hard is generating columns that auto wrap using CSS...
